how to stop it from constantly asking to allow access

Hello,
i have had my phone for a while, im starting to learn about internals and fixing my phone to work best for me etc
i have unlimited data plan, and so its unneccissary for my phone to constantly ask me
"ok to send information?
___May access the internet this wil require use of airtime which you may be charged,continue?"

can i turn that dumb thing off?
the only options are ALLOW, Always ask
or No, not this time
