Sorry to revive an old thread, but I believe I have my GPS working without any data.
I have data blocked on my phone (aka If I try to browse the internet it physically will not connect), and here is the settings I used:

LBS mode: Standalone

Assisted GPS Mode: A-GPS UP (Hidden/Locked)

A-GPS Option: MS Based (Hidden/Locked)

Transport Layer Secure: ON (Hidden/Locked)

Server Config: HOST_NAME (Hidden/Locked)

FQDN Config: AUTO Config (Hidden/Locked)

(The rest of the default server port, server name, ect.)

Service Option: Location Only

Session Type: Single Shot

Cold Start: Enabled (I believe this is the key part. You need a cold start when you have no idea where you are on the world. Data Connection would tell you this, but I don't have data)

I got my location using this, hope you guys can try it out too.

Oh my God... Thank you so much! I was waiting for someone with a blocked data plan to post! As long as you/your parents completely blocked your data as an account option, and it's not because of settings on your phone, then this is golden. This is extremely helpful... Thank you! Will update shortly

the gps device will work because its a separate  device but how does it download the map without data? you can't even get a picture text without data use.
and what program are you using, i didn't see it mentioned.

It's possible to get it in the internals menu or cached maps with MGMaps.

that's sort of my point.
the internal locator will say you are at 20° west and 20° north but not show it on a map. and the cache of maps is only as good as the maps you download. otherwise you still need data to download something else.

well, the plan is data opt-out, which at&t describes as:

blocked access to internet, MMS messages, ect.

All I know is that when I asked the at&t rep to block data access, he said he did.

There have been manu users who have used an offline GPS that doesn't have a data plan. As I said years ago the data needed for the aGPS to connect is some sort of a sms signal. Not exactly the same thing as data as we know it having to deal with a data plan.

You can have your data blocked by ATT. But if you don't have a cell signal the gps will not connect or it will disconnect at signal loss. That has been tested and proven.

Now if you want an offline gps application look into WeTravel. Many are having goodluck with this app now. No need to make maps any more as there is one for every state to download now.
