My touch pad is stupid... or windows 7

In Windows 7 I go to my mouse option and I click do no enable touch tap (tap touch pad for left mouse click) and it works for a couple of seconds then The option turns back on, its annoying and one of the most stupidest (my opinion) Options to ever choose? who wants to tap to click when I have buttons...

i had turned my tap off because what i eventually found out was that g network phone connections was what was making my pc click on its own.
they also make a horrible noise through anything with speakers.

but i have 3g now. so i have my tap on. i use both button and tap now.

i realize that has nothing to do with your problem. so try this.
look for every instance of your mouse. control panel, properties, device manager, even your different account preferences if you use multiple users.
sometimes global setting override the local, and vice versa.
